Chapter 8: Accessibility & Support Services

DeafBlind individuals face unique challenges that require tailored assistance to ensure their independence and full participation in society.  This chapter explores the various aspects of assistance, from daily living support to financial considerations.

Reasons and Frequency for Needing Assistance

Daily Living Activities

DeafBlind individuals often require support with daily tasks such as cooking, cleaning and personal care.  Assistance is also crucial for activities like shopping, attending medical appointments and managing finances.  The frequency of assistance varies based on the individual’s level of sensory loss and personal circumstances.

Navigating Public Spaces

Mobility support is essential for DeafBlind individuals to navigate public spaces safely.  This includes assistance with crossing streets, using public transportation and accessing public buildings.  Without proper support, these activities can pose significant risks.

Basic Guidelines for Assisting a DeafBlind Person

Safe and Effective Mobility Support

  • Announce Your Presence:
Always let the person know you are there and where you are standing.
  • Determine Their Preferred Side:
If they have better hearing or vision on one side, approach from that side.
  • Describe the Environment:
Provide clear and concise details about the surroundings.
  • Offer Your Elbow:
Allow them to hold your arm to guide them safely.
  • Indicate Narrow Spaces:
Move your guiding elbow behind you to signal single-file movement.
  • Assist with Stairs:
Verbally indicate steps or, if the person is completely DeafBlind, adjust your shoulder slightly up or down.
  • Guide Seating:
Place their hand on the back of the chair so they can locate it independently.
  • Help with Vehicles:
Guide their hand to the car door to prevent injury when getting in.
  • Respect Their Pace:
Never push or pull them; let them move at their own comfort level.

Respecting Personal Independence

While assistance is vital, it’s important to respect the individual’s autonomy.
Always ask before providing help and follow their preferences to empower them in their daily lives.

The Financial Costs of Assistance

Challenges of Hiring Personal Assistants

Many DeafBlind individuals rely solely on the South African Social Security Agency SASSA disability grant, which is often insufficient to cover the costs of hiring personal assistants or mobility guides.  This financial constraint limits their ability to access necessary support services.

Government and Community Support Options

DeafBlind South Africa (DBSA) collaborates with government agencies and community organizations to advocate for increased financial support and accessible services.  These efforts aim to alleviate the financial burden on DeafBlind individuals and promote their independence.

Ensuring accessible support services is crucial for the empowerment and independence of DeafBlind individuals.  By understanding their unique needs and providing appropriate assistance, society can foster an inclusive environment where everyone has the opportunity to thrive.
